"三会一课"制度是基层党组织的基本制度,是健全党组织生活,严格管理党员,加强党员教育的重要保障。在全面从严治党的新常态背景下,严格落实"三会一课"制度对于构建常态化的党员教育具有重要意义,也是进一步提升基层党组织生活质量的必要手段。论文以"三会一课"制度在煤炭企业中的实施现状作为切入点,阐述影响"三会一课"制度有效落实的原因,最后提出落实"三会一课"制度提升煤炭企业基层党建工作水平的具体对策。

The system of"Three Meetings and One Course"is the basic system of the grass-roots party organization,which is the important guarantee for improving the life of the party organization,strictly managing the party members and strengthening the education.Under the background of the new normal of comprehensive governing party,strictly implementing the"Three Meeting and One Lesson"system is of great significance for building the norm of the party members'education,is the essential means to further improve the grass-roots party organization quality of life.Based on the implementation situation of"Three Meeting and One Lesson"system in the coal enterprise as the breakthrough point,this paper explores the cause of the effective implementation of"Three Meeting and One Lesson"system,finally puts forward the concrete countermeasures for implementing"Three Meeting and One Lesson"system to improve the level of grass-roots party construction in coal enterprises.
