Problems and Countermeasures for Farmers Transforming to Citizens——A Case Study on the Survey of Household Registration System Reform in Nantong

结合南通户籍制度改革实例,分析农村户籍制度改革的政策现状及主要实施措施。结合户籍迁移情况探索户籍制度改革新政"诱力"不强的原因,进而从顶层设计、优惠政策、农民维权、舆论氛围等角度提出综合性的渐进式系统改革建议。

Based on Nantong household registration system reform,the paper analyzed the rural household registration system reform policy status and the main implementation measures.Combined with the migration of household registration,the paper explored the reasons why the new reform policy for the household registration system is not attractive enough and proposed a comprehensive progressive systematic reform from the perspectives of top design,preferential policies,farmers’rights and public opinion atmosphere.
