长江三角洲城市群发展的阶段判定与路径优化

The Judge of Development Stage and the Way of Optimum Development in the Yangtze River Delta Urban Agglomerations

规划建设城市群必须对其所处发展阶段进行准确判定。长三角城市群是中国经济社会发展的重要战略支撑,改革开放40年来,长三角城市群经历孕育起步、成长壮大两大阶段演化后,当前已经进入到优化提升的新阶段。党的十九大报告提出"创新引领率先实现东部地区优化发展"的时代使命,赋予长三角城市群新的重大发展机遇。在我国经济已由高速增长阶段转向高质量发展阶段的新形势下,长三角城市群应以"创新引领率先实现高质量发展、携手打造世界级城市群"为目标,贯彻新发展理念,优化生产力布局,提升城市群功能,推进一体化治理,显著提升国际竞争力,率先建成现代化经济体系。

Planning and construction of urban agglomerations is necessary in the judgement of its accurate development stage.The Yangtze River Delta Urban Agglomerations is an important strategic support for China’s economic and social development.After forty years of reform and opening up,Yangtze River Delta Urban Agglomerations has gone through two stages of development,namely start-up stage and growth stage.Currently,the Yangtze River Delta urban agglomerations is at the threshold of the new stage of development that can be called optimization stage.Promoting Eastern China to take the lead in the realization of optimum development by Leading Innovation has been presented in Xi Jin-ping’s report at 19th CPC National Congress.It’s a new chance of development for Yangtze River Delta Urban Agglomerations.Under the new situation and new requirements of high quality development in China,Yangtze River Delta Urban Agglomerations order to choose such a path of development:establishing the goals to lead high quality development through Innovation-driven development strategy and build world-class urban agglomeration through hand in hand,implementing the new concept of development,optimizing the distribution of productive forces,improving the function of urban agglomeration and promoting integrated governance.
