基于内生型产业集群的江苏沿海海洋产业创新发展研究

Innovation and Development of Marine Industry in Jiangsu Coastal Area Based on Endogenous Industry Cluster

江苏沿海开发起步较晚,但"十二五"期间江苏沿海开发取得显著成效。随着国内外经济发展趋缓,江苏沿海开发的发展增速放慢。在此形势下,很多国家和地区越来越注重区域经济的内生性创新发展,特别是发达国家和国内沿海发达地区把构建沿海创新体系、提升区域内创新能力作为重要任务。基于此,江苏沿海前沿海洋产业创新发展应当培育大中型企业比较优势以促进其创新引领作用,发挥政府的服务职能以催化海洋产业创新聚集,促进科研投入力度以催生海洋产业成果转化,创新资金投入及管理体系以优化创新资金投入结构,培引高素质人才以优化沿海海洋产业创新人才队伍,构建优质创新环境体系以促进创新成果孵化。

Jiangsu coastal development took a relatively late start,but during the“12th Five-Year”period,Jiangsu coastal development has achieved remarkable results.With the slowdown of domestic and international economic development,the development speed of coastal development in Jiangsu has also declined.Along with the factors of the development of regional economic convergence characteristics becoming increasingly evident,endogenous innovation capability increasingly affects the economic development of a region’s comprehensive strength,many countries and regions put emphasis on the construction of regional innovation system and on the enhancement of the efficiency of clear strategic innovation system.Based on this,the author proposes to promote the development of marine industry in Jiangsu by studying the innovation and development of the coastal marine industry in Jiangsu based on endogenous industrial clusters.On the basis of the analysis of the current coastal marine industrial cluster and regional innovation in Jiangsu,the author endeavors to put forward some countermeasures and suggestions for the frontier marine industry innovation and development in Jiangsu.
