In the worldwide surge of digitization,artificial intelligence is applied in all aspects of social life.On the one hand,they have contributed to improve the vision of good health,push forward the process of open source knowledge transmission,promote the collaborative sharing industrial transformation,and realize the precise and recursive management of society.On the other hand,there are a number of serious risks involved,such as hidden dangers in algorithm decision,the survival crisis of mankind caused by the diffusion of responsibility,alienated power raised by elite tendency and personal rights violated by iterative intelligence.The article proposes to establish the legislative purpose of obeying the interactive law among technical development,economic growth and social stability,equating the collision of national security,social stability,business development and personal growth,and helping ethnic sustainability through intelligent technology research and development.It's especially urgent to make regulations of the balanced government supervision,the transparent and credible data auditing and feedback system,the distinguishing accountability mechanism,the tax mechanism satisfying new needs.Above countermeasures would help to rapidly enhance China's soft power and smart power,and build an innovative technological power
