摘要
从NCLB到ESSA,其核心在于修改过去"一刀切"的教育改革策略,给予州与地区更多的自由裁量权,进而规避NCLB实施过程中的来自两党内部,民权团体,教师协会等相关团体的批评与抵制。新法案始终围绕"教育公平"这一核心,实施诸如增加教师,校长及其他领导者的培训,鼓励家长与社区的参与,更少的检测与更多的学习时间,完善教师的考核体系,建立以州为核心的多元考评系统,创造安全的校园环境与保障学生的安全等多项举措进一步保证教育公平,促进新法案的实施。
From the NCLB to the ESSA,the core lies in revising the“one size fits all”education reform strategy in the past and giving states and regions more discretionary power so as to circumvent criticism and resistance from related parties as bipartisan parties,civil rights groups,teachers associations and others in the NCLB’s implementation process.The new Act has always centered on the core of“equality of education”,increasing trainings to teachers,principals and other leaders,encouraging parents and communities to participate,decreasing testing while increasing study time,and improving teachers’assessment systems.A number of initiatives as establishing the multiple state-centered evaluation system,creating secure campuses and ensuring students'safety further education equity and promote the implementation of the new law.
