责任博彩视角下博彩危害问题探究

The Gambling-related Harm from the Perspective of Responsible Gambling

对当前学术界关于博彩危害概念不统一的现状、原因及对责任博彩实施的影响进行探究。通过数理模型分析发现,博彩危害的本质是彩民过度购彩而导致的社会总福利下降,它是各类博彩游戏从设计到发行乃至产业化过程中,支配及受支配因素相互影响以及与各相关利益群体互动时,博彩业及博彩机构日常运作产生的成本。从游戏安全评估、防沉迷系统、社会责任宣传和彩民帮扶等方面提出对我国未来履行体育彩票社会责任的建议。

The study discusses the current situations,reasons and results from the lack of recognized concept in defining the gambling-related harm.The model analysis finds that the gamblingrelated harm is naturally from the excessive lottery purchase,which leads to a downgrading social welfare.The harm comes from the interrelated controlling and controlled factors which are produced during the chain from the gambling game design,release even to industrialization,as well as the cost yielded in the daily operation of gambling and gambling organizations with the interactions of other interest groups.
