摘要
集体林权制度改革的全面推进离不开规范合理的林权流转。而推行《林地经营权流转证》制度,既能促进林地流转,实现林地规范化、规模化经营;同时又能保障林地实际经营人在权属证明、林权抵押、采伐审批等方面的法律权益。
The comprehensive promotion of collective forest right system reform cannot be separated from the reasonable circulation of forest rights.And the implementation of the"woodland rights circulation certificate"system can promote the forest land circulation,realize the standardization of the forest land,scale operation;At the same time,it can guarantee the legal rights and interests of the actual operator of forestland in terms of ownership certificate,forest right mortgage and cutting and approval.
