我国生产者责任延伸制度区域性实践及制度化进程初探——以福建省为例

A preliminary study on the regional practice and institutionalization of the Extended Producer Responsibility System in China——Taking Fujian as an example

改革开放以来,随着我国经济的快速发展,人们创造了前所未有的财富,但随之也埋下了环境灾难的隐忧。传统的经济发展模式是以大量开采资源、大量生产产品、大量消费、大量的产品报废来不断地单向循环的,这种发展模式不可避免地产生了越来越多的废弃产品。尽管我国已实施废弃电器电子产品等处理基金制度,但产品应用领域较窄,实施方式较为单一;同时也缺少对于生产者的刚性约束,责任主体参与积极性不足,消费者和销售商的责任意识未形成,相关制度可操作性不强,实践推进缓慢。因此,因地制宜探讨生产者责任延伸制度区域性实践的演变过程中,责任分担机制的建立,对推进供给侧结构性改革和制造业转型升级具有积极意义。

Since the reform and open up,with the rapid economic development in China,the unprecedented wealth has been created,but the environmental disaster risk is also sowed.The traditional mode of economic development is a continuous one-way circulation based on a large amount of resource exploitation,product production,consumption,and discarding.This development mode produces more and more waste inevitably.Although China has implemented the fund system of discarded electronic products,the application field of the product is narrow and the way of implementation is relatively simple.At the same time,there are some problems such as:lack of rigid constraints for producers,low participants'enthusiasm;lack of the sense of responsibility for consumers and seller;poor operability of related systems and slow promotion of practice.Therefore,the establishment of responsibility sharing mechanism is significant to the structural reform of supply side and the transformation and upgrading of manufacturing industry,in the the evolution process of the regional practice of producer responsibility extension system according to local conditions.
