摘要
城乡义务教育教师均衡发展是实现教育健康发展的根本保障,也是实现教育公平的关键。目前,河南省在实现城乡义务教育教师均衡发展的过程中,存在着城乡学校师资力量配置不均衡、城乡教学质量与学生辍学率不均衡等问题,这主要受到教育经费情况、价值观念以及城乡教师间的差距等影响。实现城乡义务教育教师均衡发展,需要强化教育公平理念,宣传超功利主义教育;合理规划、多方筹资,健全政策体制;建立城乡教师"同工同酬"制度,加大物质补贴;提升农村教师专业素养,保障教学质量。抓住教师均衡发展的四个核心要素,就找到了解决河南省城乡义务教育教师均衡发展的问题之匙,对实现河南省城乡义务教育教师均衡发展具有极大的促进作用。
The teachers’balanced development of primary and secondary school in Henan urban and rural areas is the fundamental guarantee for developing education smoothly and the key to realize education fairness.At present,there are many problems in this process,such as the unbalanced distribution of teachers in urban and rural areas,the disequilibrium between the teaching quality and students’dropout rate,and so on.These problems are mainly caused by educational expenditures,educational concept and the gap between urban and rural teachers.To realize the balanced development of primary and secondary school teachers in urban and rural areas,some measures need to be taken.Firstly,we need to strength the concept of education fairness,and publicize the education of over utilitarianism.Secondly,we need to carry out the reasonable planning,enlarge the finance support and improve police system.What’s more,we need to ensure that urban and rural teachers enjoy equal pay for equal work.Increasing state subsidies is necessary.Last but not the least,rural teachers need to improve their professional teaching ability and ensure the quality of teaching.Seizing the four core elements of teachers’balanced development,we will find the key to solve the problem of teachers’unbalanced development in Henan urban and rural compulsory education,so as to realize the teachers’balanced development.
