欧洲体育城市评选活动及其启示

Sports City Selection in Europe and Its Enlightenment

欧洲体育城市评选活动经由"欧洲体育之都"、"欧洲体育之城"、"欧洲体育小镇"、"欧洲体育共同体"评选的相继充实发展而趋于完善,并对欧洲市民健康、城市繁荣及体育兴旺间联动福祉效应的生成产生了积极的影响。欧洲体育城市评选活动的有益经验在于理念取向为民、指标建构合理、程序组织规范、奖惩机制健全等方面。相应地提出对我国的启示:开展体育城市创建评选活动,以促进我国国民健康、城市繁荣、体育兴旺间联动福祉效应的生成;在体育强市评选活动中应坚持为民的评选理念,建构合理的评选指标,实施规范的评选程序,完善健全的奖惩机制。

The European Sports City Selection Campaign showed that the success has been due to the fact that the European Association took constructive measures on the goal orientation,the organization structure,procedure,index incentive mechanism etc.Selections such as“European Capital of Sports”,“European City of Sports”,“European Town of Sports”,“European Community of Sports”have promoted the public health,urban prosperity and sports development.Selections have been for the people.The index mechanism has been sound.The organizations have been effective.The reward and punishment system has been effective.Such means are enlightening for China to initiate successful selections.
