随着人们生活水平日益提高和产业迅猛发展,危险废物的产生量相应增加,这成为了当今世界各国环境保护的重点和难点问题。一些发达国家将危险废物通过各种方法转移到发展中国家,严重危害了人们的生存发展以及民族利益。因而,控制发展中国家越境转移危险废物问题成为近些年国际法领域的研究重点之一。对相关危险废物的产生及转移进行研究,介绍代表性的国际公约,并对现存问题提出相关的解决建议。

With the improvement of people s living standards and the rapid development of industries,the amount of hazardous wastes produced has correspondingly increased,which has become the key and difficult issue of environmental protection in all countries in the world today.Gradual displacement and relocation of waste have also started to emerge.Some developed countries transfer hazardous wastes to developing countries through various methods,which cause serious harm to the surrounding area and the fundamental interest of all ethnic groups in their progress and prosperity.Therefore,the issue of hazardous waste control over transboundary movements in dveloped countries has become one of the focusing research of international law in recent years.Research on the production and transfer of related hazardous wastes,introduce representative international conventions,and put forward relevant suggestions on existing problems.
