美丽衡水建设背景下固体废弃物管理研究——以啤酒瓶为例

Research on Solid Waste Management in the Context of the Construction of Beautiful Hengshui——A Case of Beer Bottles

结合国家、河北省等有关固废管理的政策法规,引入生产者责任延伸思想,以衡水市废旧啤酒瓶为例,探索衡水市等区域固废管理制度建设问题。提出要明确界定废旧啤酒瓶回收管理的生产者责任主体及责任内容、继续强化以押金制度为废旧啤酒瓶回收处置基金的操作形式、健全废旧啤酒瓶回收体系与生产者责任延伸的配套政策体系等相关措施与建议。

According to the state of Hebei province and other relevant waste management policies and regulations,introducing the extended thought of producer responsibility,taking Hengshui city s waste beer bottle as an example to explore the solid waste management system construction of Hengshui city.Proposes that the producer responsibility and responsibility of the recycling management of waste beer bottles should be clearly defined.Improving the relative methods and suggestions about recycling system of waste beer bottles and supporting policy system with the extension of producer responsibility.
