制约我国水务企业发展的政策因素分析

Analysis of the Policy Factors Restricting the Development of Water Enterprises in China

目前制约我国水务企业发展的政策因素主要体现在水价政策、融资政策和税务政策等方面。我国水价普遍偏低,成本过高,甚至出现倒挂现象;融资渠道窄,相关融资政策限制条件太多,水务企业参与融资意愿不高;免收增值税的政策取消对水务企业的发展产生了负面影响。还应进一步完善水务行业的相关政策,解决水务企业发展中普遍存在的问题。

The current policy factors restricting the development of China's water business are mainly embodied in the water pricing policy,financing policy and tax policy.China's water prices are generally low,but the cost is too high,and even upside down phenomenon;financing channels are narrow,relevant financing policies have too many limitations,the willingness of water companies to participate in financing is not high;the abolition of VAT exemption policy has negative impact on the development of water companies influences.So it is necessary to further improve the water industry-related policies to solve the common problems in the development of water business.
