基于业务连续性管理的煤矿应急管理体系研究 被引量:2

摘要 针对煤矿企业事故频发、现有的应急管理在灾后无法有效保障人员财产安全以及关键业务的连续性问题,分析了我国煤炭企业应急管理体系的现状及存在的问题,提出将业务连续性管理与传统应急管理相融合的管理体系。理清了BCM管理体系的发展过程、应用范围等相关理念;考虑到煤矿各种安全风险,提出矿山应急救援采用BCM管理体系进行灾后恢复救援的可行性和优势;结合煤矿现行应急预案,从人员组织、预案制度、资源保障与调度、监测控制、指挥协调、恢复总结等方面,为煤矿企业从传统应急管理体系向BCM应急管理体系转变提出具有针对性的意见,并分析了业务持续管理在煤矿的经济社会效益。 In view of the frequent accidents of coal mining enterprises,the existing emergency management can not guarantee the safety of personnel property and the continuity of key businesses after the disaster,the authors analyzed the current situation and existing problems of the emergency management system of coal enterprises in China,put forward the business continuity management and the integration of traditional emergency management management system.First of all,they clarified the BCM management system development process,application scope and related concept,and considering the various security risks than mining of coal mine emergency rescue,the feasibility and advantages of adopting BCM management system for disaster recovery rescue were proposed in this paper;then combined with the current coal mine emergency plan,from the personnel system of organization,plan,resource security and scheduling,monitoring and control,coordination and command summary of various kinds of recovery,targeted advice on emergency management was introduced for the transformation of enterprises from the traditional emergency management system to BCM emergency management system,and finally analyzed the business sustainable management in coal mine of economic and social benefits.
