构建京津冀协同发展的现代产业体系研究 被引量:7

摘要 产业协同是京津冀协同发展的重中之重,区域范围内构建现代产业体系为实现京津冀产业协同发展提供了新思路。产业体系源于分工深化,区域产业体系是以城市群为载体的产业体系,是价值链与空间链的有机统一体。京津冀区域产业体系建设不断加强,呈现出产业创新能力提高、要素流动加强、区域分工链接初步显现等积极因素,但也存在产业链与空间链衔接不畅、融合度不高等问题。应围绕实体经济提高区域创新发展能力,优化区域价值链与空间链;紧抓疏解北京非首都功能的"牛鼻子",同步提高要素市场一体化与制度一体化;高水平建设雄安新区,优化城市产业空间结构。 Industrial synergy is the key to the coordinated development of Beijing-Tianjin-Hebei region.The construction of modern industrial system in a region provides a new idea for the industrial cooperative development of Beijing-Tianjin-Hebei region.Firstly,the relationship between the division of labor and the industrial system is expounded,and the connotation of regional industrial system is deducted and the framework of regional industrial system analysis is established.Secondly,the current situation of industrial system construction in the Beijing-Tianjin-Hebei region is analyzed and studied:the industrial innovation capacity of Beijing-Tianjin-Hebei region is enhanced,the factors flow is strengthened,and the links of regional division of labor are preliminarily revealed,but there are still problems in the connection between the industrial chain and the space chain,lack of integration.At the end of the article,several suggestions are put forward:to improve regional innovation ability by focusing on the substantial economy and optimize the value chain and spatial chain of the region;to improve the regional factor market and institution integration synchronously by focusing on the function relief unrelated to its status as national capital;to construct Xiongan New Area on high level and optimize the regional industrial space structure.
