摘要
行政任务决定行政组织的历史发展,而行政组织的良好建构也有助于行政任务的实现。社会福利保障是公共行政的重要组成部分,是当前我国服务型政府建设中的重要任务,相应地必需建构完善的社会福利行政组织,以更好地实现社会福利行政的管理。我国社会福利行政组织历经多次整合,发展成现今以人力资源与社会保障部门协同多部门发展的格局,但与美国福利行政组织体系有所差异。比较中美两国社会福利行政组织建构的体系,分析二者存在的差异及其原因,取长补短,促进我国社会福利保障的发展与建设。
The administrative task determines the history of administrative organization,and good construction of administrative organization also contributes to the realization of administrative tasks.Social security is an important part of public administration and is an important task of constructing the service-oriented government in China,so we need to construct perfect organization of social welfare administration in order to better achieve the social welfare administration.China's social welfare administrative organizations have experienced many times of integration,developed into a pattern dominated by the organization of human resources and employment security.It is different from the United States welfare administrative organization system.Based on comparative study of Chinese and American social welfare administrative organization construction system,this paper analyzes the differences and the reasons to promote the development and construction of social welfare in China.
