环境犯罪的现状及治理措施——以河北省为研究对象

Present Situation of Environmental Crime and Its Treatment Measures:Taking Hebei Province as the Research Object

近年来,河北省环境犯罪案件数量逐年攀升且地域性特征明显,然而,河北省司法机关在打击环境犯罪过程中暴露出诸多问题,致使环境犯罪治理效果不甚显著。为扭转这一困局,应当秉持及早、从严的治理理念来设计治理措施,应通过改善环境监管、罪案查处和司法处理原有的防治机制,提升省内司法机关查处和打击环境犯罪的能力,以实现环境保护的早期化,进而取得环境犯罪治理良好的法律效果和社会效果。

In recent years,environmental crime number increased year by year in Hebei province and the regional characteristics are obvious.However,the Hebei provincial authorities exposed many problems in the process of combating environmental crime and the governance effect of environmental crime is not very significant.To reverse this predicament as soon as possible,it is necessary to uphold the concept of governance;strict control measures should be designed.Through the improvement of environmental supervision,it is necessary to improve the ability of the provincial judicial organs to investigate and combat environmental crime by improving the environmental supervision,investigation and handling of the original prevention and control mechanism,in order to realize the early stage of environmental protection,and the legal effect and social effect of environmental crime can be achieved well.
