四川省金堂县推行政府购买动物防疫服务探索

Exploration and Practice of Government Purchasing Animal Disease Prevention Services in Jintang County of Sichuan Province

近年来,四川省金堂县积极探索兽医社会化服务发展的新模式,采取政府购买社会化服务的方式将动物防疫和动物卫生工作承包给第三方劳务公司,有效解决了基层兽医工作管理中的诸多现实矛盾。本文从区域划分、资源整合、人员选拨、待遇保障和人员培训等方面介绍了金堂县政府购买服务的主要做法,及其在解决基层动物防疫人员兼职、老龄化、文化程度低等问题中取得的成效。当前实践中还发现,在职责认定、队伍建设、考核机制、政策宣传等方面存在一些问题,建议通过加强监督考核和专业技术培训,加大宣传力度,建立健全长效机制,来进一步推进基层动物防疫体系建设。

In recent years,Jintang County of Sichuan Province has actively explored a new model to develop the veterinary socialized service system.Through the government purchases of socialized services,Jintang government contracted animal disease prevention and animal health work to the third-party labor service companies,by which many problems met in the grassroots veterinary management were effectively solved.In this article,the main practices of Jintang government were introduced from the aspects of regional division,resource integration,personnel selection,treatment and benefits as well as personnel training.Thanks to the practices,several problems existing in the system of grassroots animal disease prevention workers were solved,such as doing part-time jobs,being in aging status and their low educational level.Besides,the animal disease prevention services at grass roots were consolidated.Even though,some problems in aspects of duty and responsibility identification,team building,examination and evaluation mechanism and policy publicity still exist at present.It was suggested to strenghten the supervision,examination,tecnical training and publicity,so as to establish and improve the long-term mechanism and further promote the development of gassroots animal disease prevention system.
