浅析水利工程建设质量监督体制现状及发展需要

Brief analysis on current situation and development needs of construction quality supervision system of water conservancy projects

目前各地水利工程质量监督机构普遍存在地位不明确、责权不对等、人员数量不足、经费难以保障等问题。针对上述问题,从明确水利工程质量监督机构性质,提高监督地位,摸索政府购买监督技术服务,推进各级水利工程质量监督机构建设等几个方面进行了研究探讨,以期创新监督方式,提高监管效能,推进各级监督工作。

Currently,water conservancy project quality supervision organization in different regions have problems of unclear status,unequal right and responsibility,insufficient personnel and difficulty in financing,etc.The following aspects are studied and discussed aiming at the above problems:to make clear the nature of water conservancy project quality supervision institutions,improve supervision status,explore the method of the government to buy supervision and technical services,drive construction of water conservancy project quality supervision institution at different levels,etc.,hoping to innovate the supervision mode,improve the supervision efficiency,and promote the supervision at all levels.
