摘要
国有地勘单位的改革已经走过了30多年,但一直不彻底、不到位,历史包袱仍然存在,事企混行体制矛盾愈演愈烈,产业发展压力越来越大。通过地勘单位改革历程的总结、发展困境的剖析和改革趋势的研判,转变对地勘单位体制改革的认识,并得到新的启示和建议:地勘单位在改革发展的关键时期,应始终坚持把发展作为第一要务,主动适应新的形势要求,不能过多纠结、观望或等待改革;在稳定和发展的基础上,充分结合属地化管理实际,把握好改革中的各种关系,主动谋划好事企剥离、体制分开改革方案,积极稳妥推进改革。
We have traversed over 30 years after the reform of state-owned geological exploration units.However,for many years,the problems that have been encountered during the course of reform are partly the result of shortcomings in our understanding,our work,and our systems.The mixed system of enterprises and institutions is becoming increasingly fierce,and the industrial development pressure is becoming increasingly challenging.On this basis,this paper offers some proposals for the deepening of institutional reforms regarding localized management state-owned geological prospecting units.These proposals lay emphasis on the following:regarding development as the number one priority in this phase;actively meeting the demand of the new situation;reading all kinds of relations;actively working out the reform program for the separation of institution from enterprise;and pushing the reform forward in an active yet prudent fashion.
