摘要
经济发展新常态背景下,国企改革也进入"深水区",各地勘单位正面临事改企发展的调整期。通过分析部分国企和地勘单位改革发展案例,对国有地勘单位下一步改革与发展中的问题进行了总结,并针对这些问题提出建议:(1)"事改企"方式整体转制应是发展的第一步,混合所有制改革是发展的必要条件;(2)国有地勘单位被动推进改制发展不可避免,管理者和员工应主动把握改革先机,从思想认识、技能储备、转型创新、风险防控等几个方面抢占市场先机,先行一步突围。
With China’s economy entering the new normal,the reform of state-owned enterprises has also entered the"deeper level of reforming,"geological prospecting units are facing an adjustment period of transforming from institutions to enterprises.By analyzing the reform and development cases of some state-owned enterprises and geological prospecting units,the problems in the further reform and development of state-owned geological prospecting units are summarized and suggestions are put forward:(1)The overall“transformation of the geological exploration units into enterprise”approach should be the first step in development.Mixed ownership reform is a necessary condition for development.(2)It is inevitable for state-owned geological prospecting units to passively promote the development of the restructuring.Managers and employees should take the initiative to grasp the opportunities of reform and take the first step in the market from the aspects of ideology,skills reserve,transformation and innovation,risk control,etc.in order to stay one step ahead.
