New Stage,New Idea and New Exploration

民办高等教育已成为高等教育的重要组成部分。为更好落实新修订的《民办教育促进法》,促进民办高校提高质量,办出特色,建议进一步改善民办高校外部环境:一是政府扩大学校办学自主权;二是加大政府扶持力度;三是探索多元化融资渠道。更重要的是加强学校内涵建设,探索具有民办特色的应用技术大学办学机制。上海建桥学院以需求和问题导向实施两大战略:一是开展现代大学制度改革试点,优化法人治理结构;二是实施“卓越建桥计划”,加强内涵建设,推进学校课程、师资队伍、学生管理和行政效率的整体改革。

Private higher education has become an important part of higher education.In order to push the development of it,the People,s Republic of China Private Education Promotion Law is newly revised and published for implementation.Suggestions on improving the quality of private college,on approaches of building their own specialty and on improving their outer environment are presented herein for better implementing the said Revision purpose.Firstly,the government is supposed to expand the private schools’autonomy.Secondly,the government should render further support to private schools.Thirdly,private schools themselves should explore diversified financing channels.Moreover,private schools are also supposed to strengthen their school connotation construction and explore the running mechanism of university of applied technology featuring private school,s characteristics.Based on the above idea and following the problem-demand orientation,the Shanghai Jianqiao College are carrying out two strategies.One is to carry out the pilot reform of the modem university system to optimize the structure of corporate governance.The other is to conduct the implementation of the Excellent Bridge Project to strengthen the connotation construction,promote the overall reform of the school curriculum,teachers,students and administrative efficiency.
