京津冀林业发展状况比较及协同发展启示

Comparison and analysis of the development of forestry in Beijing-Tianjin-Hebei

在京津冀一体化的大背景下,京津冀林业协同显得日益重要。林业协同对改善三地的生态环境、促进绿色经济发展都具有重要作用。本文主要从林业生态协同和林业产业协同两个方面入手,比较了京津冀地区的林业资源和林业产业现状,分析出京津冀林业协同中存在林业资源匮乏、资源质量不高等问题。同时,三地自然资源又存在较大的相似性,通过区位商测算出林业产业有着明确分工,存在互补优势。提出了在京津冀林业协同过程中,应努力打破地理分割与零和博弈,加快顶层设计并注重市场配置。

Under the backdrop of the integration of Beijing,Tianjin and Hebei,forestry cooperation between the three is increasingly important.Forestry cooperation plays an important role in improving the ecological environment of the three places and promoting the development of a green economy.This article mainly from two aspects of forestry ecological synergy and forestry industry synergy to compare the status of forestry resources and forestry industry in Beijing,Tianjin and Hebei Province.And having a analysis of the forestry cooperation between the three,concluding forestry resources and resource quality are not high,and so on.At the same time,there is a great similarity between the three natural resources.According to the location quotient,the forestry industry has a clear division of labor and there are complementary advantages.Proposed in the Beijing-Tianjin-Hebei forestry cooperation process,it should strive to break the geographical division and zero-sum game and accelerate the top-level design and pay attention to market allocation.
