住房公积金管理研究文献述评

A Literature Review of Research on the Management of Housing Provident Fund

对住房公积金管理的研究以问题为导向从宏观和微观两个层面展开。宏观层面的研究主要从自身功能、制度改革和制度的经济效应三个方面展开。微观层面的研究包括住房公积金管理中心的机构管理和住房公积金基金的资金管理。以住房公积金资金管理为重点,围绕住房公积金各个业务环节,从归集与缴存、公积金贷款、流动性问题、风险管理、保值增值及资金整体运营等六个方面展开。通过梳理文献可以发现,住房公积金理论研究和综合系统性的研究较少。而探究住房公积金运行的症结点,综合考虑各相关方的利益诉求,解决扩大覆盖面与运营可持续性之间的矛盾,解决拓宽投资渠道与运营安全性之间的矛盾等问题需要在未来的研究中进一步深入。

The research of housing provident fund should be problem-oriented and started from m acro and m icro perspective.The m acro study should focus on its own function,system reform and econom ic effects if the system.The micro study should focus on institutional m anagem ent of housing provident fund m anagem ent center and capital management.In terms of fixnd m anagem ent of housing provident fixnd,the research focuses on six aspects of the housing provident fund,including collection and deposit,provident fixnd loans,liquidity problem s,risk management,preservation and increm ent of value and the overall operation of fixnds.After reviewing relevant literature,the paper discovers that theoretical research and systematic com prehensive research are lim ited.The problem of housing provident fixnd operation,contradiction between fund coverage expansion and operation sustainability,expansion of investm ent channels and security of operation should be fixrther researched in the future.
