摘要
目的构建完整的军队医院信息化绩效评价指标体系。方法通过分析目前军队医院信息化绩效评价存在问题,结合军队医院信息化绩效特征,引入平衡计分卡的原理,设立军队医院信息化绩效的评价指标。结果从价值贡献、满意程度、流程管理以及创新变革4个维度共建立了27项评价指标,构建了完整的军队医院信息化绩效的评价指标体系。结论平衡计分卡的应用对军队医院信息化绩效评估过程的完善和评估结果的准确性具有重要意义。
To construct an integrated military hospital information performance evaluation system based on the Balanced Scorecard.Through the access of analyzing the problems that existed in the military hospital information performance evaluation system and in accordance with the characteristics of evaluation system,and by using the principle of the Balanced Scorecard,the evaluation system of the military hospital information performance was constructed.From the 4 dimensions of value contribution,satisfaction,process management and innovation transformation,an evaluation system comprising 27 evaluation indexes was established,thus constructing a complete evaluation index system of the military hospital information.The application of the Balanced Scorecard was of great importance for the improvement of the performance evaluation process of the military hospital information and accuracy of evaluation results.Balanced scorecard;Military hospital;Informatization;Performance management
