摘要
国家权力在乡村的日益深入与30多年来村落社区自治权的迅速成长构成了农村权力结构的新动态。目前,针对农村权力结构的研究大都以农村治理精英为落脚点,可以概括为农村精英的划分、农村治理精英变迁以及精英动员这三个方面。以政策变化为分析视角,探讨农村权力结构的相关问题,提出构建上下互动、协商式的治理方式,从而形成以政府为引导、农民广泛参与、政民相互协商、多方密切配合的多元化现代农村治理格局。
In recent years,the deepening of state power in rural areas and the rapid rise of village autonomy for over three decades have contributed to a new dynamic of rural on rural power structure mostly focus on rural elite forlocal governance,which can division,transformation and mobilization of rural elite.From the perspective of policy changes,issues related to rural power structure are discussed herein and an up-and-down interactive and consultation-based approach to governance is proposed,thus to build a diversified modem pattern of rural governance that features government guidance,extensive participation of farmers,government-civilians interaction,and close cooperation among multiple stakeholders
