摘要 与海上运输相比,导致长江上航行船舶延误的因素更多、更复杂,进行延误风险研究有利于提高船舶的准班率和航运服务水平。将综合风险评估体系运用于船舶延误研究中,进行全面、多次、逐步深入的专家调查,构建长江干线船舶延误风险分析体系。将造成长江干线船舶延误的主要风险因素分为4大类共18种;通过风险评估对风险因素进行等级划分,其中高风险因素来源分散,控制风险要多方配合,前五大因素风险值占总风险的54%,应重点关注。以长江干线典型航运企业生产运营实际为例进行实证研究,验证延误风险研究的有效性,说明多方重视并辅以有效的风险控制措施效果明显。 Risk factors of vessel delay in the waterways of the Yangtze River are more complicated than that in marine transportation.Systematic research on vessel delays is an effective approach to improve the punctuality rate.A delay risk analysis system for the Yangtze River trunk waterways is set up with system risk assessment theories.Four categories covering 18 risk factors are identified.Risk levels of the delay risk factors are graded and high risk factors are assessed.Risk mitigation proposals are offered.The effectiveness of delay risk analysis system is verified with the case of a typical shipping enterprise.
