西部地区服务外包产业发展中存在知识产权归属风险、核心技术流失风险和商业秘密风险三类知识产权风险。在推进西部地区服务外包产业发展中的知识产权保护进程中,政府应强化知识产权保护立法工作,为服务外包企业知识产权维权提供便利。服务外包企业应在外包合同中明确规定涉及的知识产权权利归属,不断加强核心技术和商业秘密的知识产权管理水平。

In the development of service outsourcing industry in the western region,there are three types of intellectual property risks:intellectual property risk,core technology loss risk,and commercial secret risk.In advancing the protection of intellectual property rights in the development of the service outsourcing industry in the western region,the government should strengthen the work on the protection of intellectual property rights and provide convenience for the outsourcing enterprises to safeguard their intellectual property rights.Service outsourcing companies should clearly specify the ownership of intellectual property rights involved in outsourcing contracts and continuously strengthen the level of intellectual property rights management over core technologies and trade secrets.
