征地移民工作是一项集政策性、社会性、技术性、专业性于一体的系统工程。南水北调工程征地将面临数十万移民,对移民的工作质量、进度和投资进行控制,对移民的搬迁、生活安置和重建以及恢复生产、经济开发工作的监督、监测和协调,减少了移民安置工作的随意性和盲目性,确保南水北调工程中的征地补偿和移民安置工作的合理、合法性。

Land requisition and resettlement work is a systematic project integrating policy,sociality,technology and professionalism.The land acquisition for the South-to-North Water Diversion Project should deal with the issues on thousands of immigrants,the quality control of work,progress and investment of the resettlement and reconstruction of resettlers,monitoring and coordination of production and economic development,so as to reduce the randomness and blindness of resettlement work,and ensure the legality and reasonability of land acquisition compensation and resettlement work in the South-to-North Water Diversion Project.
