基于PPP视角的河南省冰雪运动文化供给研究

Study on the Supply of Ice-snow Sports Culture in Henan Province based on PPP

研究河南省冰雪文化发展瓶颈和优化途径,对冰雪运动项目强省,乃至对"三亿人参与冰雪运动"目标的实现都将产生重要的作用。以河南省冰雪运动文化供给现状为研究对象,从PPP的视角,运用文献资料、逻辑分析等研究方法,对河南省冰雪运动文化供给现状进行分析与归纳。结果显示:在河南省冰雪运动文化供给中存在供给主体单一,供给受体对冰雪文化的认识不足,供给主体服务冰雪人口的意识淡薄,政府对社会资本管控较为严格等问题。通过建立政府与社会资本联合供给的理论框架,实现政府和社会资本联合,利用多元供给模式,服务于广大冰雪运动爱好者,为河南省冰雪运动文化供给提供理论指导。

Studying the bottleneck and optimizing ways of developing ice-snow culture in Henan province will play an important role in the realization of ice-snow sports powerful province and"300 million people participating in winter sports".With the methods of literature and logical analysis,the paper discusses the supply status of ice-snow culture in Henan province based on PPP.The results show that about the supply of ice-snow culture in this province,there are some existing problems such as:the single subject of supply,the recipient^poor understanding of ice-snow culture,the subject^weak awareness of serving ice-snow population,the governmenfs stricter control over social capital.In order to provide a theoretical reference for the supply of ice-snow culture in Henan province,it suggests realizing the combination of government with social capital by establishing a theoretical framework of combinative supply of government and social capital,serving the ice-snow sports enthusiasts by taking advantage of multi-dimensional supply model.
