政府资金对科技型中小企业的优化配置探析——以广东省为例

The Analysis of Configuration Optimization to Government's Funding Support for Tech-SMEs in Guangdong Province

科技型中小企业俨然已经成为中国经济发展和产业转型升级的生力军,然而,由于融资难的问题一直未曾得到真正解决,使得科技型中小企业面临"强位弱势"的尴尬局面。伴随《中小企业促进法》的出台,各地政府纷纷加强对科技型中小企业的扶持,尤以广东省最为突出。然现有研究缺乏对该扶持资金体系的全面分析。基于此,本文以广东省为例,从创新基金入手,研究政府专项资金的管理现状及发展趋势,并对资源配置存在的问题提出针对性建议,以期提高专项资金的利用效率,增强目标企业对政府融资支持的认知度,更好地发挥政府资金在科技型中小企业融资支持中的作用。

SMEs have already become the major force of economic development and industrial transformation and upgrade in China.However,because of the financing difficulty,SMEs are in a strong position but have weak power.As implementing the Laws of promoting SME,local governments continue to strengthen the support to SMEs,especially in Guangdong Province.But the existing researches lack the rounded analysis about this system.Based on this,taking the case of Guangdong Province and starting with the Innovation Fund,this paper researches its current situation and development tendency,and offers several corresponding suggestions towards the fund’s resource allocation,in order to enhance its utilization efficiency and increase the recognition of target enterprises to government’s financial support,which makes the fund play a better role to Tech-SMEs in the financing support.
