人民币国际化背景下本外币跨境资金一体化监管研究

Research on Integration of Foreign Currency Cross-border Funds under the Background of RMB Internationalization

当前人民币国际化进程加快,跨境人民币的使用日益广泛,本外币替代效应明显,跨境人民币相对外汇而言,无论从政策规定上还是具体的监管方式方法上都相对较宽松,本外币的分离监管影响了跨境资金监管的整体性和有效性。本文通过对经常项目和资本项目本外币跨境资金监管政策以及监管系统的差异分析,剖析本外币"割裂而重复"的监管问题,从顶层政策修订上、监测系统以及主体监管等方面提出了建立本外币跨境资金一体化的政策建议。

The accelerating process of internationalization of the RMB,RMB cross-border use more widely,cross-border RMB exchange relatively,both from the RMB policy and method of specific regulatory approach are relatively loose,the separation of the regulatory impact of foreign currency of the overall and effective supervision of cross-border capital.In this paper,by analyzing the difference of the current account and the capital account of the foreign currency crossborder financial supervision policy and supervision system,supervision of the foreign currency analysis"fragmented and repetitive",the establishment of the foreign currency cross-border capital integration policy suggestions are put forward from the top-level policy revision,monitoring system and other aspects of the regulatory body.
