雄安新区设立背景下高阳县城镇体系发展对策分析

Gaoyang Urban Development Countermeasure Analysis under the Background of Setting Xiongan New Aera

高阳县作为"大保定"辖区内的县级中心地,在雄安新区设立与京津冀协同发展中会赢得较多的机遇。优越的区位条件和较好的区际联系为高阳县城镇的发展提供了条件,但由于历史原因,高阳县行政区域的南部和北部城镇化水平差距较大,并且中心地吸纳能力弱,这些都是高阳县城镇化的瓶颈。高阳县需要向西、向北、向东发展城镇链,分别形成"高阳县—保定市"城镇链、"高阳县—安新县"城镇链、"高阳县—任丘市"城镇链,以便能够较好地与保定市主城区、雄安新区、任丘市等建立联系,与此同时要在行政区域南部构建以西演镇为"子核心"的城镇团。在腹地内还需要构建"高阳镇—龙化乡—出岸镇"三角形,并形成"高阳镇—出岸镇—西演镇"三角形,在全域内出现"C+O+3l"城镇发展格局,与周边行政区域整合为"柳叶"形城镇体系,高阳城镇化水平的速度就能够显著提升。

As the central district of the county administrated by“big Baoding”region,Gaoyang will win more opportunities in the process of setting Xiongan New Area and Beijing-Tianjin-Hebei Region coordinated development.Superior geographical conditions and good interregional contact provide good urban development condition for Gaoyang,but given the historical reasons and the current urbanization level,there is larger gap between the north area and south area of Gaoyang.Furthermore,center absorption capacity is weak.All of them are the bottlenecks of Gaoyang urbanization.It is necessary for Gaoyang to develop urban chain to the west,north and east,and respectively form“Gaoyang-Baoding”urban chain,“Gaoyang-Anxin”urban chain,“Gaoyang-Renqiu”urban chain,so that Gaoyang can keep a better contact with the core urban area of“Big Baoding”,Anxin and Renqiu,meanwhile Gaoyang should build a“sub-core”urban group centering on Xiyan town,in the south area of the administrative region.In the hinterland,“Gaoyang-Longhua-Chuan”triangle should also be established,and form the“Gaoyang town-Chuan town-Xiyan town”triangle.Thus,the“C+O+3l”urban development pattern will appear in the whole domain,integrating with neighboring administrative areas into“willow-leaf”urban system.Under such condition,the speed of urbanization of Gaoyang can be significantly accelerated.
