油气长输管道征地协调及专项手续研究

Research of Long-distance Oil Gas Pipeline Land Acquisition and Specific procedures

管道是油气运输最有效率的方式,近年来中国油气长输管道建设正在大规模开展。油气长输管道建设项目具有横跨行政区域多、穿越管线多、补偿标准不统一、外部协调困难、手续严格等特点,征地协调及专项手续办理工作往往严重影响工程进度,增加工程造价,增加工程质量隐患,需要从多个方面做好征地补偿及外部协调工作。本文结合实际项目,探讨油气长输管道建设项目的征地及专项手续办理工作的难点和相关经验,提出了因地制宜确定负责征地工作的政府牵头单位、合理选择地面附着物补偿标准和方式、提前开展各项专项验收等措施。

Pipeline is the most efficient transport way for oil and gas.The construction of long-distance oil gas pipeline is proceeding on a large scale in recent years.With the characteristics of crossing many administration regions and all sorts of pipelines,different compensation standards,difficult external coordination,strict procedures,etc.,land acquisition and Specific procedures always results in lag of construction period,overspending,and project quality defects,more effort should be done to strengthen Land acquisition and external coordination.Based on actual project,this paper probes the difficulties and experiences of long-distance oil gas pipelines’land acquisition and Specific procedures,and points out determining leading government department charging land acquisition in line with local condition,choosing appropriate ground attachment compensation standard and styles,carrying out every specific acceptance check in advance,etc.
