近年来,黑龙江省经济发展遇到突出问题,区域发展亟待出台创新性的战略和举措。基于产业转移和优势互补的"飞地经济",应作为走出全面振兴发展新路子的创新性举措予以落实和推进。"飞地经济"具有跨区域性、优势互补性、产业关联性以及合作共赢性。在振兴东北战略和政策引领下,"飞地经济"对于黑龙江省来说,是一个发挥自身优势、实现跨区域合作、经济利益共享的重要机遇。黑龙江省也存在实现"飞地经济"的条件。本文将从政策背景、区域选择、产业定位、主要问题和实施路径五个方面对黑龙江省发展"飞地经济"承接产业转移的路径进行深入研究。

In recent years,the economic development of Heilongjiang has been confronted with outstanding problems,and the regional development needs to come out with innovative strategies and measures.The"enclave economy",which is based on industrial transfer and complementary advantages,should be implemented and promoted as an innovative measure to get out of the new road of comprehensive development and development.The"enclave economy"has a cross-regional,complementary advantage,industrial relevance and win-win cooperation.Under the guidance of the strategy and policy of revitalizing northeast China,the enclave economy is an important opportunity for Heilongjiang province to play its own advantages,achieve cross regional cooperation and share economic benefits.Heilongjiang province also has the conditions to realize the"enclave economy".This paper will make an in-depth study of the path of developing the enclave economy in Heilongjiang province from the following five aspects:policy background,regional selection,industry positioning,main problems and implementation path.
