摘要
对民办高校实行分类管理是大势所趋。政府是实施分类管理的主导者,明确当前在实行分类管理中面临的一些问题,做好自上而下的一系列法规、政策的制定十分重要。陕西省是民办教育大省,历年来在法规政策制定方面走在前列,结合陕西在分类管理中的实践和探索,为社会各界提供一个参照。
It will be the general trend to realize classified management with private universities.As the guiding role in carrying out classified management,the government should clarify some problems in the process,and do well,from top to bottom,in the formulation of a series of regulations and policies,which is of great importance.Shaanxi province is a large province in private education,and has been in the front line for years in making regulations and policies.Combined with the practice and exploration in classified management in Shaanxi province,this thesis aims at providing a reference for all the circles of the society.
