河南自贸区建设面临的新形势及对策建议

2008年世界金融危机以来,国际贸易规则加速重构,国际投资贸易规则体系面临深刻变革,经济全球化面临前所未有的新考验和新挑战,为顺应国际贸易发展新趋势,探索经济体制改革新模式,进一步扩大对外开放力度,中国提出加快实施自贸区发展战略。河南自贸区建设面临着不同于前两批自贸区的新的国际与国内形势,这些新形势也为河南自贸区建设提供了前所未有的机遇,成为推动河南自贸区发展的有利因素。河南自贸区建设对于河南经济社会发展具有重大的促进作用。因此,河南应该积极发挥自身优势,转变发展理念,借鉴国内外成功经验,从体制机制、开放领域、监管机制、金融创新、航空经济、交通枢纽等方面入手,采取有效措施,加快推进河南自贸区建设。

Since the world financial crisis in 2008,the rule of international trade has been accelerating its own reconstitution,and the system of international investment and trade rules faces profound reform.Economic globalization is confronted with unprecedented new challenges and new tests.In order to follow the new trend for international trade development,explore the new model for economic system reform,and further enlarge the openness to outside world,China proposes to quicken the implementation of the strategy of free trade zone.Henan free trade zone faces the new international and national situation that is different from the former two batches of free trade zone,yet these new situations also provide unprecedented opportunities for the construction of Henan free trade zone and become the advantageous factor for its development.The construction of Henan free trade zone has great significance to promote the development of Henan economy and society.Therefore,Henan should actively make use of our advantages,transform the development ideas,borrow the successful experiences from home and abroad,and adopt effective measures in aspects such as system and mechanism,areas for openness,surveillance mechanism,financial innovation,aviation economy,and transportation junction etc,so as to promote the construction of Henan free trade zone.
