浅析我国高校内部管理工作重心下移存在的问题及对策 被引量:3

摘要 高校内部管理工作重心的下移,关系到高校改革发展的方方面面,是一个不可逆转的趋势,也是一项系统性工程。我国高校根据自身实际,在内部管理工作重心下移方面进行了尝试和探索,但目前存在着权力过分集中、学术权力受到行政权力压制和管理专业化程度低、问责机制缺失等问题。为推进高校内部管理工作重心下移,应树立"小机关、低重心"的管理理念;推行学部制改革,实现学院的实体化运作;建立问责机制,加强民主监督。 The delegation of focus to lower levels in the internal management of colleges and universities is related to the reform and development of colleges and universities.It is an irreversible trend and a systematic project.Colleges and universities in China have tried and explored their internal management tasks based on their own reality.However,there are problems such as excessive concentration of power,suppression of academic power by administrative power,lack of professionalism in management,and lack of accountability mechanisms.In order to promote the delegation of focus to lower levels in the internal management of colleges and universities,we should establish a management philosophy of"small institutions and low focus";promote the reform of the academic department to realize the practical operation of colleges;establish an accountability mechanism and strengthen democratic supervision.
