运动员注册交流制度预期目标的偏离与防范

The Deviation and Prevention of the Expected Goal of the Athletes Registration and Communication System

本文运用新制度经济学的相关理论,阐明运动员注册交流制度及其预期目标,深入剖析制度目标偏离的表征及其原因,并针对制度目标偏离的原因给出防范建议。研究发现,运动员注册交流制度预期目标存在一定程度的偏离,运动员注册交流制度目标偏离的原因主要包括:制度设计不合理、运动员人力资本产权界定不清、运动员人力资本载体与运动员人力资本所有权主体分离、制度存在真空等。基于对制度预期目标偏离的原因分析,提出如下建议:取消运动员所在原注册单位的注册优先权,从而改进运动员注册交流制度设计;明确注册单位与管理单位的权利和责任,提升运动员队伍管理效率;运动员人力资本所有权归属运动员人力资本的载体运动员所有,充分保障运动员的参赛机会;明确不同类型运动员所能参加赛事类型,弥补相应制度真空。

On the theory of new institutional economics,this paper expounds athlete for communication system and its expected goal,in-depth system goal deviate from the characterization and the reasons,and the cause of the deviation prevention advice is given for a system of target.Study found that athletes for communication system have a certain degree of deviation from target,athletes registered the goal deviate from the system of communication mainly includes:system design is not reasonable,athletes,indistinct definition of human capital property right,the carrier of human capital and human capital ownership athletes athletes separation,vacuum system,etc.Based on the analysis of the deviation of the target deviation of the system,this paper puts forward the following Suggestions:to eliminate the registration priority of the athletes'original registration units,thus improving the design of the athletes'registration and communication system.Clarify the rights and responsibilities of the registered unit and the management unit,and improve the management efficiency of the team.Athletes'human capital ownership belongs to the athletes of the athletes'human capital.It is clear that different types of athletes can participate in the competition type and make up for the system vacuum.
