On Local Autonomy System of Holland and its Enlightenment

单一制国家中央与地方关系问题上,在维护国家主权的基础之上尊重地方的特殊性是各民主国家普遍认可的制度安排。荷兰是一个实行地方分权的单一制国家,国家权力在纵向上由中央政府、省级政府和市级政府分享。荷兰在协调单一制与地方自治之间关系问题上的经验为我们思考单一制下的地方自治制度应如何建构提供了可供参考的范例,特别是其协商机制、批准及撤销程序、代为履行程序和诉讼程序等具体制度设计尤为值得关注。

As for the problem of central-local relations,most of the democratic states accept that the maintaining of the sovereignty of the state should be on the basis of respecting the special nature of the local.The experiences of Holland in its building a decentralized unitary state is of a great help,especially the negotiation mechanism,approving and revocation procedures,the delegation procedures and the litigation procedures all deserve our concern.
