中国高校内部治理的现状、优化及其创新——访浙江大学教育学院院长顾建民教授

The Status Quo,Improvement and Innovation of the Internal Governance of China' Universities: Interview with Professor Gu Jianmin,Dean of College of Education,Zhejiang University

中国高校内部治理存在的主要问题表现为学术权力和行政权力的错位与失衡。要改变这种状况,需要对中国高校内部治理体系进行优化和创新,以提升高校治理能力。要实现这一点,需要重构大学与学院的关系、完善现行领导体制、强化高校内部的民主管理、提高大学利益相关者的公共意识和办学的透明度,以及完善并贯彻落实大学章程等。其背后的突破口是:在中国特色和国际规范之间找到一个结合点。

The main problem of the internal governance of China’s universities is the mismatch and imbalance of academic power and administrative power.In order to change the situation,the internal governance system of China’s universities should be improved and innovated,so as to promote the governance ability of university.In order to achieve the aim,the relationship between the top level administration and the middle level administration should be reconstructed,the current leading mechanism to be improved,the internal democratic management to be strengthened,the public consciousness of university stakeholders and the transparences of management and obey the university charter to be promoted.The key is finding a joint point between Chinese characteristics and international standards.
