Analysis on Accelerating the Medical Payment Reform in the New Era

医保支付方式改革是现阶段我国医改工作的重要内容之一。本文在梳理我国医保支付方式相关政策演变历程的基础上,总结典型地区的实践经验,剖析其中存在的主要问题,分别从强化对医保费用的宏观控制、加强总额控制下的创新支付方式选择、建立以DRGs为主的复合式医保支付方式及完善医保支付方式改革的相关配套措施等四方面提出优化医保支付方式改革的对策建议,从而为推进三医联动和加快医保支付方式改革理清思路。

The medical payment reform is one of the important contents of the reform of health system in the new age.On the basis of combing the evolution of relevant policies of medical payment reform in China,this paper summarizes the practical experience of typical regions and analyzes the main problems.Then puts forward some suggestions from four aspects on how to optimize the medical payment reform,such as strengthening the macro-control of medical insurance expenditure,increasing the choice of medical payment mode under total control,establishing the compound medical payment mainly with DRGs and improving the supporting measures of the medical payment,aiming to clarify the thought of accelerating the medical payment reform.
