广东全面开展按病种分值付费的进程和初步成效

Process and Preliminary Effect of the Comprehensive Reform of Payment Based on Specific Disease Score in Guangdong

早在2010年,中山市就已开展按病种分值付费试点,病种数达4654种。中山市的试点效果产生示范效应,清远、汕头等市分别于2014年和2017年实施按病种分值付费,病种数达到4725种和4806种。2017年9月,广东省第28次深改组会议提出,广东要先行先试,"年底前按病种付费病种范围扩大到1000种"。省人力资源社会保障厅迅速行动,决定在全省全面开展按病种分值付费。到2017年底,全省21个市均出台了按病种分值付费办法,明确从2018年起全面实施,病种全部超过1000种,顺利完成改革部署。

As early as 2010,payment based on specific disease score was piloted in Zhongshan City and the number of disease species involved was up to 4,654.After that,Qingyuan and Shantou were implemented in 2014 and 2017 respectively,and the number of disease species reached 4,725 and 4,806.In September 2017,Guangdong proposed to be the fi rst to expand the disease species to 1000 types by the end of the year.Guangdong Department of Human Resources and Social Security took a quick action and decided to carry out the payment on scores of specifi c diseases in the whole province.Till the end of 2017,21 cities of Guangdong have released the measures of payment based on specifi c disease score,and declared to overall implement it from 2018.
