“维稳”视域下农村党建的实践与思考——以巴州为例

Practice and Reflection on Party Building in Rural Areas under the Perspective of "Upholding Stability"——Take Baizhou for example

巴州围绕总目标,在农村党建工作进行了许多有益的实践和探索,积累了不少成功的经验,但也存在维稳形势复杂严峻、基层组织基础薄弱、农村党员、村干部、支部书记"三个青黄不接"等问题。文章从选优配强党支部书记,培养和发展农牧民党员,整顿软弱涣散基层党组织,发挥第一书记作用,培养用好骨干队伍等方面提出了一系列对策措施。

Baizhou has carried out many useful practices and explorations in the work of Party building in rural areas around the overall goal,and has accumulated many successful experiences.However,there are also problems such as the complex and severe situation of maintaining stability,the weak base of grass-roots organizations,rural Party members,village cadres and branch secretaries.The article puts forward a series of countermeasures from the aspects of selecting the secretary of the party branch,training and developing the members of farmers and herdsmen,rectifying the basic party organizations,playing the role of the first secretary and training the cadres.
