海岛资源是海洋资源体系中极其重要的内容。海岛生态系统具有海陆两重性和资源脆弱性的特点,容易受到人类活动的影响,现有的我国海岛资源保护存在法律体系支持不足、制度规范尚有欠缺等问题,海岛资源管理应基于生态系统的视角,提升海岛资源保护的制度意识,在构建资源管理法律体系的基础上,完善海岛资源管理的制度规范。

Island resource is a very importan t part of marine resource system.Because of the characteristics of land and sea duality and resource vuln erability,the island ecosystem is easy to be influenced by human activities.There are problems in China s current protection of island resources,such as the lack of legal system support and available institutional norms.Therefore,from the perspective of ecosystem,island resources management shall enhance the institutional awareness of the protection of island resources,and perfect regulations of island resources management through the construction of the legal system of resource management.
