试论大学协同治理的动因、变革与举措

On the motive,transformation and measures of university collaborative management

协同创新的开展和深化对于大学治理在利益主体结构、学科交叉融合、社会力量支持、协同体制机制等多方面产生重要影响,促使大学更加自觉和更为积极地适应和顺应协同创新平台建设,提升和优化大学治理的能力和水平。协同创新本质上是一种管理创新,在协同创新的引领下,在大学治理中,学科制作为大学内部业务单元建构的基础将得到重塑;协同性更加成为大学内部管理的典型特征和重要属性;大学治理的民主与效能之间的矛盾将越发突出。需要强化以善治为导向的大学治理变革,并以基层创新实践为基础、以信息共享系统为保障、以顶层制度设计为引领,维系和加强其系统性、协调性和针对性,其中加强文化软实力建设、资源支撑力建设、战略统筹力建设尤为关键。

The development and deepening of collaborative innovation exerts a far-reaching impact upon university management in such aspects as beneficiaries body,subject cross-integration,social support,collaborative system and mechanism,etc.It makes the university more conscious and active to adapt and conform to the construction of collaborative innovation platform,thereby improving and optimizing the ability and level of university management.Collaborative innovation is a kind of management innovation by nature.Under the guidance of collaborative innovation,the role of discipline system in university management,as a basis for building the university internal business unit,will be reshaped.Meanwhile,collaboration is increasingly becoming a typical feature and vital attribute of the university internal management under the context that the contradiction between democracy and efficiency of university management will become more and more prominent.It is thus necessary to pay close heed to the following points.First and foremost,the transformation of university management shall be oriented towards good governance.Based on innovation practice of grass-roots units,sustained by information sharing system,and ushered by the top-level system design,the systematization,coordination and pertinence in the transformation of university management shall be maintained and strengthened,the key of which is to strengthen the construction of cultural power,resource supporting capacity,and strategic coordination efficiency.
