城镇化进程中农民工“候鸟式”务工模式优化研究

Study on the Optimization of Migrant Workers' “Migratory Birds” Working Mode

在新型城镇化建设的过程中,农民工原有的"候鸟式"务工均衡模式将被打破,农民工个人就业保障更加依赖于地方经济发展环境,农民工代际分化也将以裂变方式出现。为了引导农民工顺利渡过这个艰难的适应期,新型城镇化建设要以积极的人才战略和人事政策刺激地方经济快速发展;要进一步加快发达地区产业升级进度,缩短农民工务工模式新均衡形成的周期;要大力加强职业技术教育,减缓代际断层的负面影响,努力实现地方经济产业升级与农民工就业转型协调发展。

In the construction of new-type urbanization,the balance of migrant workers’“migratory birds”working mode will be broken.Employment security for individual migrant worker will more depend on the environment for local economic development.And the intergenerational differentiation among migrant workers will spread in the form of fission.In order to lead migrant workers to get through this hard period of adaption,the construction of new-type urbanization should stimulate the rapid development of the local economy by positive talent strategy and personnel policy.It is suggested to further accelerate the progress of the upgrade of industries in developed regions and shorten the period of the formation of a new balance of migrant workers’working mode.Moreover,we should make efforts to strengthen vocational and technical education,reduce the negative influence brought by the fault among generations and strive to realize the coordinated development of industrial upgrading,economic transition and the transformation of migrant workers’employment structure.
