党的十九大报告提出：“赋予自由贸易试验区更大改革自主权，探索建设自由贸易港。”要求港口站在新的发展起点，积极探索中国特色自由贸易港建设之路，推动形成全面开放新格局。探索自由贸易港具有坚实的基础经过改革开放４０年来的积累，我国港口发展取得了举世瞩目的成就。世界级大港集聚中国，形成专业化运输系统：在海运需求的推动下，我国港口吞吐量稳居世界第一位，2015年世界吞吐量前十的大港中，我国宁波舟山港、上海港、天津港、苏州港、广州港、唐山港和青岛港分别居世界第一、二、四、五、六、七和第八位，世界集装箱吞吐量前十大港中，我国上海港、深圳港、宁波舟山港、香港港、青岛港、广州港和天津港分别居第一、三、四、五、七、八、十位。
