美国社区文化治理的资助体系及对中国的启示

The Funding System of US Community Culture Development and Its Enlightenment to China

美国的社区文化治理资助体系是一个由政府、基金会、企业及其他金融服务机构共同合作的产物,各部门之间相互影响、相互依存。在长期的社区治理过程中,形成了政府-基金会-个人、企业-其他金融服务机构共同组成的资助体系,其中社区基金会、社区其他金融服务机构成为社区文化治理的关键资助部门,为美国社区文化活动的开展提供了丰富的资金支持。文章借鉴美国社区文化治理的资助体系,提出:中国政府应少层级、多部门投入,并大力发展社区基金会和社区金融机构,以此为催化剂,促进社区文化治理的发展,推进我国现代化国家治理体系目标的实现。

The US community culture development financing system is a joint product of government,foundations,enterprises and other financial service organizations,which affect and depend on each other.During its long-term community governance development,a system of capital investment come into being composed of the government,foundations,enterprises,individuals and other financial services,among which community foundations have been playing an important role in providing financial support for US community cultural activities.By analyzing the US financial system,this paper concludes that the Chinese government should be more decentralized with fewer hierarchical layers and rely on more departments to support community cultural activities,and that it should strive to develop community foundations and financial institutions to promote community cultural development and achieve China’s ultimate goal of the modernization of the national governance system.
